A species of “grass carrying wasp”. They make cocoons out of dried grass and lay an egg in it. The cocoons are about an inch or so long and are often found in small groupings behind storm windows or doors. They will even build them inside abandoned carpenter bee holes. This one was photographed in Oakville.
